Japan 2040: Dialectics of Transhumanism and Society of the Future

Analysis of the essence, content and forms of the scenario state of Japan in 2040, reflected in the 11th Scientific and Technical Forecast of NISTEP in 2019, revealed a number of conceptual dialectical contradictions. They narrow down to the question of admissibility and expediency of changing a man’s nature in order to ensure his prosperous, safe, meaningful and happy existence. The author proposes for discussion a conclusion on inevitability of the transhumanization of a mankind on the scale of a single country (Japan) and the whole world, given the nature of the great challenges facing it. The possibility of keeping the historical development in a conditionally humanistic direction is noted, given the emphasis of social reforms in Japan, reflected in the 6th Basic Plan for scientific, technical and innovative development of the country, on building a society for the fullest realization and use of human intellectual potential.

Formation of a Mechanism for Regulating Pricing in the Modern Economy

The author puts forward suggestions and recommendations on the formation of adaptive mechanisms for regulating pricing processes as an element of a single integrated system of economy state management and ensuring the balanced development of the RF regions. It is proposed to create a system for monitoring pricing processes, to form a price (tariff) fund based on the above system functioning, to modernize the structure of the pricing management elements and, as a legal basis for their implementation, to develop a draf t federal law on prices and pricing processes, which will consolidate the indicated directions for forming a regulation mechanism of pricing processes in the legal field.

Historical features of the development of the forestry industry in the format of ensuring the economic security of the state

The article examines the general historical periods of development and transformation of the structure of public administration in the system of national protection of forestry in Russia from the XVII century to the present. The prerequisites for the formation of forest law are outlined, as well as further improvement of forest legislation, in particular, the process of development of criminal responsibility is analyzed. Modern regulatory legal acts regulating the basics of state management of the forest sector of the Russian Federation are presented. The causal relationship in the commission of criminal acts in forestry is highlighted. Based on the factors generating the growth of criminogenicity in the forest industry, the main directions of the state necessary for the prevention of crimes related to illegal logging of forest plantations were given.

Antagonism in the Approach to Analyzing Foreign Investment into Strategic Companies

The modern model of attracting foreign investment requires rethinking from the perspective of achieving the development goals of investment objects. The article examines the relationship of the institutional foundations of foreign investment in strategic societies with the development processes of such societies. The author provides data on the presence of some flaws in the institutional foundations, and also reveals extremely insignificant research activity in relation to the issue under study. The work used such general scientific and special methods as the scientometric method, the method of text analysis, the method of retrospective analysis, analytical methods and the method of system analysis. Empirical research materials are presented by open analytical reports of the Federal Antimonopoly Service of the Russian Federation, the UN Conference on Trade and Development. The shortcomings were identified and the directions of modernization of the institutional foundations of foreign investment in strategic companies were formed.

Digital Platform for Managing Scientific and Technological Development within Economic Cooperation Framework

In the circumstances of sanctions-related economic and scientific-technical blockade, the need to build digital mechanisms for managing import substitution processes on the basis of planning and coordinating competencies, similar to the competencies that the USSR State Committee for Science and Technology had, has sharply actualized. It is proposed to use intelligent digital platforms to control the development of science and technology based on the principles of the Soviet information network OGAS and EGSVC projects. The authors of the article substantiate necessity to apply digital information and communication technologies and computing services at various levels of management for innovative agents of any form of ownership through creating and configurating multilayer information-management fields.

The Dollar Collapse: Projecting Russia’s Actions in the Face of Global Economic Collapse

The world has been scared by the collapse of the dollar many times. So far, fears of a global economic collapse, associated with the fate of the dollar, have been greatly exaggerated. However, there are no significant guarantees that this will not happen under certain conditions. Variants of the Atlantic-planned collapse of the dollar with its replacement by a synthetic financial instrument o r digital currency, somehow similar to bitcoin, are possible. COVID-19 has further revealed this problem. Russia needs to abandon its illusions and to be ready to ensure the economic stability of political regime in a special period as manifestation of the world monetary and economic war of all against all at a certain stage of the catastrophe, while waiting for the main actors to agree on joint actions. At the same time, among our geopolitical competing partners, there are a lot of those who want by all means to solve their economic and other problems at the expense of Russia. Therefore,  macroeconomic measures that Russia will have to take in case of a global dollar collapse are very likely to be more severe than the scenario that the authors formulated in this article.

Expertise of Solutions in the Public Administration System

The purpose of the study is to analyze the expert activity in the Russian Federation, with the receipt of basic recommendations for the deployment of a system of state expertise. The research methodology is a comparative, retrospective analysis, a method of taxonomy of management problems and the solution of poorly structured problems. The application of the indicated methodology allowed us to come to the main result, which boils down to the fact that in Russia expert activity at the state level has significant limitations for many reasons, which reduces the effectiveness of analytical management. This constitutes a condition for the failure of many programs and doctrines, namely strategic documents for development until 2020, and also blocks the formation of a new model of economic growth at the level of the state policy pursued for a decade. In addition, ill-considered reforms in education, science, and the administrative sphere also confirm the existence of significant gaps in the field of analytical public administration. Overcoming the listed problems is seen in the deployment of a system of state expertise on the basis of the relevant Federal Law with the leading role of the Academy of Sciences, since expertise involves exploratory, scientific activities, multivariate analysis and predictive assessments. In the course of the analysis, including the drafts of the Regulation on the support of expert activities in the executive authorities of Russia, developed at the Academy of Sciences, it is nevertheless proposed to abandon the public status of expert councils, as well as to change approaches in the field of recommendations and consideration of the examinations   themselves. Also proposed are corrections of some rules for voting on expertise and the level of responsibility of the experts themselves for their conclusions, including the responsibility of the authorities regarding the consideration of expert opinions. Thus, in the course of the study, he proposes to launch a large-scale work on the formation of a system of state expertise that functions at all levels of management with budgetary resources allocated for this.

Digital Technologies of Public Audit

The article dwells on the problems of organizing state audit based on digital technologies. The concept of digital register and digital platforms is proposed, the author also describes system and software solutions that allow to provide continuous audit and, on its basis, adaptive management of public resources based on audit data in the economic-mathematical balance model that characterizes intersectoral production relationships in the country’s economy.

Foreign management experience spatial development: the municipal aspect

The article is devoted to the consideration of foreign practice of spatial development management at the municipal level. Taking into account the foreign practice of managing spatial development at the municipal level, it is concluded that there is a need for broader interregional interaction of Russian territories, increasing the level of their infrastructure support, and more proactive involvement of municipalities in economic activities.

Redemption of the Right to Use a Patent as a Legal Measure to Reduce the Cost of Innovative Drugs

Many innovative drugs used in key therapeutic areas and in such diseases like cancer, hepatitis C, diabetes and many others are an integral part of state insurance programs and reimbursement schemes. Meanwhile, often due to the high cost of medicines and budget constraints, the need of all patients requiring treatment cannot be satisfied. This problem is extremely relevant both in industrialized countries, such as the USA, Great Britain, France, Germany and in such relatively young pharmaceutical markets like Russia. In many countries, there is a law on redemption of patent rights from manufacturers, which allows the state subsequently to provide patients with the necessary therapy almost at the drug’s cost price. However, this practice is not widespread and is really used in isolated instances, even in the leading world countries. The purpose of the present article is to substantiate the need for broad application of the scheme of the patent use redemption by the state using the example of drugs for treating hepatitis C in the USA, where this law has been functioning for many years.
