The article presents results of the Interdisciplinary Scientific Seminar «Mathematical Methods for Analyzing Complex Systems», which is held at the Faculty of Global Processes of M.V. Lomonosov Moscow State University and in the Sevastopol Branch of Moscow State University. The authors have managed to identify Russian civilization by constructing its value matrix through the method of paired comparisons (Saati method). The elements being compared were traditional Russian spiritual and moral values, listed in Decree № 809 of the President of the Russian Federation dated November 9, 2022.

Over the past three centuries, economic liberalism has emerged as a global cultural norm that permeates international institutions and business practices. Global turbulence has coincided with degradation of the idea of liberalism; corporate leaders feel the need for change, but don’t associate the transformation goals with exhaustion of the liberal model.

The article briefly substantiates the need to change the vector of civilization development. The authors propose a concept of development, based on: complete renunciation of aggression in any form of its manifestation; progressive development of energy technologies; new discoveries designed to replace the planet’s resource base; exploration of near and far space.

The article highlights the short history of the Russian and world digitalization in details, focusing on the identified problems and priorities, which must be resolved if to successfully build and further effectively function information society in all its aspects.

The theoretical part has formed important opinions and ideas about the topic under study and shows that the spread of digital technology in all spheres of life is evidence of an active stage in the transition of human civilization from an industrial development stage to a digital one with social reality relevant to it. An analysis to identify the process of digitalizing human civilization’s linear development vector based on creating an indicative planning system allowed the author to conclude that there is a long-awaited transition to a purposeful scientific management of society and the state.

As it follows from the title of the article, legal coverage and all-round socialization are dominant in providing a successful solution to many challenges of digitalization. Russia’s political class is fully aware of the need to develop legal provisions, which are able to successfully prevent and mitigate possible threats to information society. It is primarily about the data breach related to both the functioning of the State and corporate/personal data. But the proposed draft legal acts of various kinds do not provide enough insight into how these protective, desirably preventive measures will be globally and nationally ensured.

Digitalization offers great opportunities for a rapid economic and social recovery to society. Developing information and communication technology gives an unprecedented rise in productivity, creates new forms of work organization, ensures conditions for increased trade in goods and services, offers infinite possibilities for education, communication between representatives of various societies and cultures, community commitment and network. The challenges of digitalization are so complicated that they do not seem possible to be solved by legal precedents without enhancing the population’s moral upbringing. The efforts of the really responsible citizens, the users of digital technology, the Internet initially can only effectively confront a new global digital environment in which there are opportunities to act rather immorally while at the same time anonymously and with impunity. We shall have to act gradually, but as strict as possible in the domestic and international legalization of the “digital environment”, paying a special attention to its moral dimension and the creation of particular barriers for ethical violations.

The article discusses the main prospects and problems of developing digitalization concept not only of Industry 4.0 (fourth generation), but also of all units of the new civilization based on energy-informational conception of ecos — our planetary home, including the economy (economic activity system), ecology (system of harmonization of human relations with the environment) and energy sector as a system of life support and vital activity itself in this house

History shows that many new progressive ideas did not immediately receive recognition, which significantly slowed down the mankind’s progress. As an example, the author considers insufficiently substantiated within today’s requirements hypothesis of K.E. Tsiolkovsky: “Only about the existence of rational or at least some creatures outside the Earth absolutely nothing is known. But the voice of reason, the voice of genius is screaming his lungs, that not only the Universe is chock full of them, but that even a huge percentage of these creatures have reached perfection, so far incomprehensible for limited humanity still remaining in the infant phase of its being”, and possible directions of further research in this area are pointed out.

The article presents various types and structures of social formations. Сivilizational and formational approaches are considered, their comparative analysis is given. The author presents classification structure of civilizations and the place of human values with elements of civilization. He also deals with issues of interrelations, mutual influence and interaction of civilizations with regard to present-day problems of society and communities. The levels and forms of civilizations interaction are compared taking into account the processes of globalization, glocalization and humanization. The function of compatibility and interaction of factors of civilizations general development is formulated.

In the article, authors have made an attempt to find reasons for crisis condition of Western civilization project. In particular, authors discuss the importance of: 1) non-critical absolutization of religious imperatives in secular society; 2) overestimation of European culture’s uniqueness as a civilization model; 3) underestimation of circumstances of the secularization of transcendental in Western semantic universum. Basing on the analysis authors reached conclusions concerning the level of existing risks..

In work integrated (synergetic) approach to a problem of evolution of national (state) idea is used. In him mathematical modeling, the dynamic theory of information and the concept of civilizations are combined. It allows to define accurately the concept “national idea” and to track his role in evolution of society. The special attention is paid to a situation in modern Russia.
