The scientific basis of energy strategies is represented by the sciences of natural-humanitarian synthesis that study the “nature-man-society” system: ergodynamics, system theory of capital, the science of harmony, synthetic evolutionary ecology. Method of their construction is a deductive one: from the laws of socio-natural development to the society and an individual. National wealth, or country (national) capital, is the main indicator of the state of societies. It is considered as the structural energy (energy potential) of societies in value terms. Country capital is calculated as the sum of physical, human, social and natural capital. Natural capital includes reproducible (ecocapital) and non-reproducible (paleocapital) components. Index of the life quality of societies (changes from 0 to 1) is the arithmetic mean of the ratio of the private capital production of each society to the maximum values of the production of these capitals among all the societies under consideration. The purpose of economic strategies is to ensure the systemic progress of societies. It is implemented with the growth over time of the specific (per person) country capital and, accordingly, the quality of life index. Maximum progress takes place with harmonious resolution of the opposites existing in societies. The article proposes a method for calculating country capital, its components and the life quality index.

The article is dedicated to the liberal and conservative values: to the actual problem of comparable analyze of the liberal and conservative sights on individual behavior on its influence on their judgments on economy policy. There is the small sketch about liberal movement in last and its interaction with religious reformation. The author does conclude about nearsightedness of the neoliberal and neoconservative judgments on individual behavior and economy policy that have the important mean for development of market institution

The article analyzes the causes of an extreme social event in the format of a global pandemic. They are associated with the “re-quantization of reality” — the change of universal attractors of the historical process, which set specific ways of regulating system structures. The old system-forming meaning of the development of society as a Zoopopulation has finally exhausted its regulatory possibilities; the new meaning is just beginning to integrate social elements for the transition to a psychosocial formation. The clash and struggle of old and new causal connections generates causal dissonance, leads to an increase in entropy in social systems, which, in turn, generates an extremum that threatens humanity with self — destruction-an omnicide. The specifics of a possible suicide of humanity is of relative importance: epidemics, earthquakes, asteroid crashes, and other variants of global misery can threaten and increase until a new sense of development dominates the social consciousness.

A real pandemic is the best time for a quantum transition from the old regulation to the new: as soon as the new anthropic principle of managing causal connections prevails, the disease will disappear, and civilization will pass to a new period of its development.
