The article is devoted to the peculiarities of the regulation of social processes in Extreme conditions — the change of cause-andeffect relationships as a causal dissonance.

Causal misalignments are a natural and necessary process of preparation for a quantum leap in the development of our reality:

manifesting themselves critically in psychophysiological dysontogenies and generating socio-psychological polarization of society, they lead to the formation of an unbalanced social environment with a difference in levels of complexity.

So far, this causal environment is used for post-pandemic social regulation to attempt to preserve the existing world order through the formation of a «new reality».

But under the same conditions, new social actors are being formed that can make a conscious choice between the old and the new world, between the old zoopopulation methods of regulation and the new ones-psychosocial ones.

In order to ensure the quantum transition to the future, it is necessary to provide state support to the subjects of the new society in the format of education, upbringing and appropriate scientific support, as well as to ensure vertical institutional regulation.

The article analyzes the causes of an extreme social event in the format of a global pandemic. They are associated with the “re-quantization of reality” — the change of universal attractors of the historical process, which set specific ways of regulating system structures. The old system-forming meaning of the development of society as a Zoopopulation has finally exhausted its regulatory possibilities; the new meaning is just beginning to integrate social elements for the transition to a psychosocial formation. The clash and struggle of old and new causal connections generates causal dissonance, leads to an increase in entropy in social systems, which, in turn, generates an extremum that threatens humanity with self — destruction-an omnicide. The specifics of a possible suicide of humanity is of relative importance: epidemics, earthquakes, asteroid crashes, and other variants of global misery can threaten and increase until a new sense of development dominates the social consciousness.

A real pandemic is the best time for a quantum transition from the old regulation to the new: as soon as the new anthropic principle of managing causal connections prevails, the disease will disappear, and civilization will pass to a new period of its development.

The authors postulate that modern destructive phenomena in society are associated with the conflict of regulators-attractors at the critical moment of “Re-Quantization of Reality” — at the time of transition from mass-kinetic regulation of system constructions to the dominant information-semantic regulation, which has a higher level of complexity. In society projection of this meta-process manifests itself globally, ends historic era of traditional politics and Economics as Topopulation “self-regulation”, ensuring the satisfaction of vital needs of humanity on the basis of technical progress and opens a new era of Psychosocial regulation systems based on the implementation of the Anthropic principle of regulation — to meet the higher needs for creative activity and participation in the development of the Universe. The most important property and a necessary condition of Anthropic regulation are the moral qualities of man, limiting the possibility of introducing entropy into the structure of information and semantic constructs. Arbitrary science-based Anthropic regulation allows for a crisis-free transition to Psychosocial formation on the basis of existing opportunities: institutional (constitutional) properties of the social state of the Russian Federation, as well as humanitarian and environmental properties of Closing technologies that allow once and for all to “close the issue” with the life of the human population and move to the direct creative process of psychosocial construction and humanistic transformation of reality
