The article is devoted to the peculiarities of the regulation of social processes in Extreme conditions — the change of cause-andeffect relationships as a causal dissonance.

Causal misalignments are a natural and necessary process of preparation for a quantum leap in the development of our reality:

manifesting themselves critically in psychophysiological dysontogenies and generating socio-psychological polarization of society, they lead to the formation of an unbalanced social environment with a difference in levels of complexity.

So far, this causal environment is used for post-pandemic social regulation to attempt to preserve the existing world order through the formation of a «new reality».

But under the same conditions, new social actors are being formed that can make a conscious choice between the old and the new world, between the old zoopopulation methods of regulation and the new ones-psychosocial ones.

In order to ensure the quantum transition to the future, it is necessary to provide state support to the subjects of the new society in the format of education, upbringing and appropriate scientific support, as well as to ensure vertical institutional regulation.

The article highlights the socio-psychological and economic aspects of the regulation of society during an extreme psychosocial event in the format of a Pandemic as a staged act of social separation. Artificial Extremum highlighted the main thing: in state entities aimed at satisfying only the vital needs of a person, intra-system contradictions are critically increasing, since the regulation of society is associated with the dominant satisfaction of higher needs in the creative development of a person.

Technologies of social separation have led to pathological psychological consequences — a critical breakdown of social ties. This is the first time that an irrevocable extreme situation has emerged in History, and there is no way out of it under the old model of social regulation. It also became clear that the “Pandemic-2020” did not allow to remove the accumulated financial crisis contradictions, as the global industrial Autonomous circuit continues to work properly and consistently provides vital functions of the human population.

Since the second wave of the pandemic extreme has been announced, individuals who have lost the features of social subjectivity cannot integrate to achieve socially significant results of their activities. The only way out of the crisis situation is a conscious scientifically based transition to a new psychosocial model of society, already programmed by a new universal attractor of the historical process.

The article analyzes the causes of population dysontogenesis-a hidden process of loss of human subjectivity: the destruction of its psychophysiological and psychosocial qualities necessary for the normal activity of society. Violations caused by unformed structures of the child’s brain during the period of socialization in the family and school are hardly noticeable in a state of comfort, but they manifest themselves under normative and especially peak psychophysiological loads: deviant behaviors, educational failure, deterioration of health and loss of reproductive functions.
The consolidation of dysontogenesis in generations X, Y, and Z occurs through international educational standards that simplify educational programs and reduce didactic requirements to a level beyond which pathophenomenes become barely noticeable, but continue to accumulate statistically at the lower limit of the norm. Compensation for impaired functions occurs at the expense of modern means of digital communication-there is a non-specific “swarm” subjectivity: emotionally unstable, easily suggestible representatives of generations Y and Z become the main resource base of extremist and terrorist organizations.
The loss of basic social functions of goal-setting and control, empathy and passionarity in generations X, Y, Z, a simplified view of reality, increased lability and network conformism, decreased libido, and redirection of creative energy to the virtual-all this leads to the cessation of reproduction of the properties of society as a system structure. Restoration of systemogenetic development is possible only if the basic functions of the social state — science, education and upbringing-are provided.
