Arctic zone territories development and their environmental safety

The article is devoted to creating new and improving existing infrastructure in the territories of the Arctic zone of the Russian Federation, ensuring the year-round operation of the Northern Sea Route as a promising international main waterway. The authors analyze the liquefied natural gas production plants, ports, and railways under construction on the coast of the seas of the Arctic Ocean as these objects create opportunities for increasing the volume of maritime transport and icebreakers, as well as the speed of goods delivery to the countries of the Southeast Asia and the Pacific basin. In addition, the facilities optimizing energy supply are studied as key impacts that improve the conditions and quality of life of the population in this area. The authors analyze the fundamental documents for the development of the Arctic zone, approved by the President and the Government of the Russian Federation. The article highlights dynamics of the population, average per capita cash income from 2005 to 2021 as the main factor contributing to the population stability and the main indicators from the annual state statistical reporting, that characterize the changes in the level of atmosphere and surface water pollution and determine the level of environmental safety of the Arctic zone territories of the Russian Federation.

Economic sustainability of processes in the Arctic regions of Russia

The article explores different approaches to the term “sustainability” existing in academic literature and used in practice. It describes three methods – two well-known ones and another one developed by the authors – used for quantitative assessment of the degree of economic and financial sustainability in regions. The regions include four Russian federal subjects in the Russian Arctic and three macroregions that include the aforesaid regions. The indicators used for the assessment are grouped by the following aspects: relevance to national projects, type of assessment scale, internal or external economic factors, and income or spending in a consolidated regional budget. The article explores and draws a distinction between the influence of external factors – indicators of the demographic and natural environments – on the economic sustainability of an area.  A comparative analysis is done for three Russian macroregions and four Arctic regions by degree of economic and financial sustainability. The regions and macroregions are ranked based on the results of the comparative analysis using the selected indicators. The ranking helps identify potential strategic vectors and their succession as well as criteria for improvement of economic sustainability in the Russian Arctic.

Prerequisites and goals of the development of the petty-bourgeois sector of the economy in the Russia

The article presents the prerequisites for several bourgeois reforms in the 19th century on the territory of the Russian Empire, as well as the division of the bourgeoisie as a class of owners of means of production, that is, capital, into three groups – small, medium and large. Based on the Decree of the President of the Russian Federation No. 204 adopted on May 07, 2018 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024», it is concluded that the national project «Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative», and including the corresponding goals and criteria for their achievement, are focused on the revival of the petty bourgeoisie as owners of capital.

The analysis of the five goals of this national project and the criteria for their achievement showed the expected (planned) annual dynamics of the development of this sector of the economy until 2024. Comparison of the funding volumes of the corresponding five federal projects that are part of the national project under study, from three sources of funding – the state federal budget, the consolidated budgets of the constituent entities (regions) of the Russian Federation, extra-budgetary funds, made it possible to identify the most priority federal projects in terms of funding volumes.

After analyzing the structures of agricultural production by peasant and individual households, the authors revealed a fairly clear division of production sectors between these two categories of farms.

The state and possibilities of social development of the regions of the Arctic zone of the Russian Federation

The article presents the results of a comparative analysis of the positions of the regions of the Arctic Zone according to the state of the social (demographic) environment. Such an analysis is carried out in order to identify the previously achieved quantitative characteristics of social (demographic) processes and ranking the positions of regions in the base year of the start of the implementation of the national project “Demography” and the corresponding five federal projects on the territory of the Russian Federation. The study of the approved criteria for the implementation of the national project “Demography” as a list of indicators of annual state statistical reporting to be monitored revealed the problem, the essence of which is that: the approved list of indicators is insufficient; quantitative results of the implementation of federal projects planned for 2022 and projected for 2024 exist only for some indicators from the approved list; in federal projects, indicators that are not contained in the annual state statistical reports are proposed as criteria, which does not allow an analysis of the state of the social (demographic) environment; the criteria contained in federal projects, which are indicators of annual state statistical reporting, have not been officially approved.

Digitalization of the process of electricity consumption in residential buildings of the Arctic zone

The article identifies negative factors affecting the economic state and development of electricity industry in Murmansk Oblast cities and towns and provides a rationale for smart systems of energy consumption management based on digitalisation of the metering process. In particular, the high demand for and the scarcity and inefficient use of energy in the Arctic have laid the groundwork for the Smart House Project within the National Projects for Housing and Urban Environment and Digital Economy. Key results of the project include a reduction in consumer debt for energy, reduced costs of reading and processing data from electricity meters, increased efficiency of enforcing energy consumption restrictions, increased economic efficiency of the sector, and safety for people living in residential houses.

Housing and Construction Ecosystem: Technological Breakthrough

Based on methodological analysis and extensive empirical data involved, the article proposes an original approach to developing initial positions for the concept of forming housing and construction ecosystems. The main criteria for evaluating feasibility of using a new organizational form for implementing the plans to achieve strategic socio-economic goals, facing the country, and realizing a long-term development strategy for the construction industry as well as for housing and communal services are considered. It is proposed to choose technological engineering as a core of the construction ecosystem. The article formulates a number of practical recommendations

Methodological approaches to the assessment of the state and level of pollution of environmental components in the regions

The article deals with international and Russian documents defining strategic directions, goals and plans of environmental protection activities. It was found out that basically all international agreements regulate measures to protect the air basin and preserve the forests of the planet, reduce emissions of harmful and polluting substances into the atmosphere. In the Russian Federation, these activities are regulated by national projects, for example, the Ecology project. The authors propose methods that allow analyzing the state of environmental components, the level of their pollution and the costs of environmental protection on the basis of available data from the annual statistical reports of the Russian Federation.

Problems of economic policy implementation on the example of the Republic of Dagestan

The article examines the approaches to the characteristics of depressed regions and concludes that these criteria should be considered in conjunction with the potential of region to carry out reproduction processes in the main areas of activity and resources for economic growth. The mechanism of implementation of the economic policy of the Republic of Dagestan is evaluated and the main problems that hinder the effectiveness of its implementation are identified. The priorities of economic development of the Republic of Dagestan are evaluated and tasks for their implementation are proposed.

Housing Policy and National Planning: Road Map Draft

One of the most pressing social problems in Russia continues to be providing needy Russians with decent housing. The lack of possibilities for the population to satisfy their housing needs impedes the full development of an individual, reduces demographic activity, which ultimately causes a slowdown in economic growth. It is possible and it is necessary to counteract the growing negative trend by improving the housing policy, putting in its the basis joint efforts of the state, science and business by actively introducing modern organizational forms and management tools. National project “Housing and Urban Environment” can become a systemic solution to accumulated problems. Its implementation requires developing a modern concept of housing construction, complemented by advantages, means and professionalism of the state and corporate management systems based on partnership relations, legislated as publicprivate partnerships
