Economic and mathematical aspects of strategic management in transport

The scientific article highlights current problems and key areas of modernization of methodological support for strategic management of the country’s transport system development. A methodological approach to assessing the synergistic effect based on the criterion of maximizing added value is proposed and justified. The expediency of using the methods of assessing the strategic state of economic entities when making important decisions in transport is justified: «growth/share» (BCG matrix), «industry attractiveness /competition position» (GE) and the «life cycle» matrix, etc.

Traditional review of the past year strategic trends presents an analysis of the key components of the country’s integral power economy, foreign policy, armed forces, territory, natural resources, culture and religion, science and education, population, management – according to the original methodology developed by the Institute for Economic strategies. The authors suggest that the past 2019 will become a year of breakthrough in creating a quantum computer — a device that can fundamentally change the trend and the speed of technological development, as it once happened with introduction of electricity into industrial production and life.

Panacea for Pandemic

The article analyzes the causes of an extreme social event in the format of a global pandemic. They are associated with the “re-quantization of reality” — the change of universal attractors of the historical process, which set specific ways of regulating system structures. The old system-forming meaning of the development of society as a Zoopopulation has finally exhausted its regulatory possibilities; the new meaning is just beginning to integrate social elements for the transition to a psychosocial formation. The clash and struggle of old and new causal connections generates causal dissonance, leads to an increase in entropy in social systems, which, in turn, generates an extremum that threatens humanity with self — destruction-an omnicide. The specifics of a possible suicide of humanity is of relative importance: epidemics, earthquakes, asteroid crashes, and other variants of global misery can threaten and increase until a new sense of development dominates the social consciousness.

A real pandemic is the best time for a quantum transition from the old regulation to the new: as soon as the new anthropic principle of managing causal connections prevails, the disease will disappear, and civilization will pass to a new period of its development.

Evolution of “Value” Concept in Modern Evaluation Activities

Economic evaluation is often based on the concept of “market value”. The article shows that definition of market value contains clarifications (details) regarding the evaluation object, the market nature of the valuation object, participants in this market, which cannot be performed in real conditions. The desire to bring the appraiser’s activities closer to reality gave rise to other types of value — both exchange ones (market value in current use, fair, special, mortgage values) and consumer values (investment, use value). It is noted that this is especially justified in relation to evaluation of real estate and enterprises

Scientific and methodological apparatus for the modernization of the pension system aimed at improving the standard of living of the population of the territories of the Russian Federation

The article deals with one of the most pressing problems of modernizing the economic relations of the pension system aimed at improving the standard of living of citizens of the Russian Federation.

Using a systemic methodological approach and methods of statistical and economic analysis, including horizontal and vertical analysis, the authors assessed the dynamics and structure of income and expenses of the Pension Fund and the number of employed pensioners in Russia. Pensions to individuals were calculated using methods of ratio analysis. Differences in living standards of pensioners in the Far North and other regions of Russia were assessed using comparative analysis. The study showed the reason why Russian pensioners stay employed, presented the procedure of pension payments to individuals, and explained potential ways of improving the pension system. The main idea of the study findings is to explain the need to reform the pension system for the purpose of raising the living standards of pensioner citizens of the Russian Federation.

Prospects of Сreating Аloating Solar Power Plants in Russia

Technologies for converting solar energy into electrical energy are constantly improved, new methods of using solar energy are emerging in order to increase efficiency and save space. One of such methods is application of special buoyancy modules and restraints systems for installing solar power plants in water basins. The main technologies and operation principle of floating solar power plants (SPP) are described. Advantages and disadvantages of using floating solar power plants in comparison with ground-based solar power plants are listed and substantiated. Assessment of potential of installing floating SPP at hydroelectric power plants (HPP) in Russia is given. Prospects for the use of floating SPP in open water areas are discussed and  examples of such projects are listed

Institutional Barriers to the Innovations Introduction in Implementing the “Digital Economy of the Russian Federation” Program

The institutional environment study makes it possible in an era of high uncertainty to identify patterns that impede changes, implementation of which currently determines not only performance indicators, but is also critical for survival. Based on analysis of the current state of the digital economy development in the Russian Federation, taking into account experience of the first half of 2020, as well as approaches to organization and performance indicators of the “Digital Economy of the Russian Federation” national program, assumptions are made regarding the main components of the institutional environment for digital transformation. Institutional barriers, that impede economic growth as a result of increased informatization of processes, were compared. The main reason for the formation of institutional barriers is considered to be the low speed of response, the delay in transformation of the institutional environment in relation to establishment that ensures the maximum positive effect of applying digital technologies

Economic estimation of energy supply of a mining enterprise in the hard-to-reach areas using high penetration hybrid power plant
