“Innovation level” of the Russian enterprises leaves much to be desired: significant investments in pre-crisis period were implemented only by 14% of enterprises.
Modernization of the economy requires a major investment. A lot of money and monetary resources accumulated by the state and private business should not leak abroad, should not deaden in unjustified reserves, should not be used for exchange speculations and be wasted for ostentatious luxury and merchants excesses, but should be directed at augmenting the real country’s productive forces, its capital stock, in other words, should be turned into investment.
The President speaks about modernization, but only trifling sum was allocated for those five key areas of modernization, which he outlined in his Address. Funding is neither provided for development of the real sector of economy. You can formulate brilliant ides, you can make world-class discoveries, but there will be nowhere to implement them. We have no machinery construction, no aviation industry, the automotive industry does not develop, robotics is neglected and very little is invested in space.
December 9, 2010 the Russian Academy of Sciences hosted the tenth jubilee session of the Global Strategic Forum on the theme “Whirlwinds of Global Risks Development Strategy of Russia”. During the second block of the Forum leaders of Russian IT-sector presented a report “On strategic directions of IT-industry development in Russia”, prepared by a working group within the Information and Computer Technologies Industry Association (APKIT) in cooperation with the Institute for economic strategies.
We sweated, as those slaves in the galleys under tons of volcanic ash, we floated through oil spills, terrorist attacks and global crises, overcoming fires and icy rains, we were re-inventing Russia and the world just to find ourselves in 2010 in the starting point.
Our astronauts — it is all an ostentation. There can be no people in the space. Only 10 percent of the earth’s surface, where there is a certain pressure and temperature drop, are suitable for comfortable living. And beyond these 10 percent bone tissue degrades.
It is very difficult to cope with high-quality daily work (not heavy unskilled physical labor, but labor in the broadest possible interpretation), when tomorrow we have to work a little longer and a little better than today.
