On December 9, 2010 the Russian Academy of Sciences held the 10th anniversary session of the Global Strategy Forum on the topic “Whirlwinds of global risks and strategy of Russia’s development”. The finals of the strategic game of young leaders and experts teams were held. The format of the strategic game involved the development of strategies for intervention on the topic: “The driving forces and characters of  modernization breakthrough in Russia”.

The main feature distinguishing the other, different world from this material world – is the system of laws (the laws of nature and society), which are strictly unambiguously controlling phenomena of the material world.

We need to “dissolve” the pulses rushing towards each other under the “military scenario”. Instead of the next plunder of plunderage we ought to agree on the modern accepted model of fairness and to observe its principles every second and every day.

The main reason of the health care crisis is that federal government has actually withdrawn from the responsibility for population health care, shifting it onto regions and municipalities, which do not have sufficient funds for it.

It is important that the authority put the interests of the people in the center of attention, their rights, development opportunities and social security.

Separate elements of the socially responsible development of regions are regularly measured and reported to the public by competent bodies. These elements of socially responsible development include: ecology, social sphere, efficient governance, investment feasibility, infrastructure, security, level of crime and others.

To speed up modernization the state needs to make priority infrastructural investments into those territories where big cities and population are concentrated.

 A growing number of cities and regions are interested in developing their strategies, so that the city could acquire some definite economically sound features.

Implementation of socially oriented scenario will allow to accomplish transition of  municipal unit economy onto the energy-saving and innovative way, providing human capital development.

We consider events strategic when they affect the interests of many people and affect the lives of generations to come. The so-called Arab revolution are attributed to this sort of events. Someone call them date revolutions, someone – pistachio revolutions, in any case we encountered very serious catastrophes recently.
