About the concept of «Strategic Forecasting»

Based on the study of the regulatory framework and comparative analysis of concepts, it is concluded that strategic forecasting should be considered as a special kind of forecasting, which is not identical to long-term and long-term forecasting. The principal specificity of strategic forecasting is its organic involvement in the complex of strategic management with the system of goal-setting. This determines the additional content of the logical scope of the concept.

The scientific article highlights current problems and key areas of modernization of methodological support for strategic management of the country’s transport system development. A methodological approach to assessing the synergistic effect based on the criterion of maximizing added value is proposed and justified. The expediency of using the methods of assessing the strategic state of economic entities when making important decisions in transport is justified: «growth/share» (BCG matrix), «industry attractiveness /competition position» (GE) and the «life cycle» matrix, etc.

Development of information technologies allows us to address challenges of different class, ranging from optimizing the execution of individual transactions to building systems for implementing the strategy at the enterprise level or a set of organizations. With an increase in the task scale, proportion of factors that do not fall into the control zone increases, however, with the growing information maturity of the economy, there are less and less zones of inaccessibility. The article dwells on the management model of engineering services on the example of navigation services provided by satellite systems. In order to build economic models the author considers possibilities of applying the life cycle model to implement a customer-oriented approach, as well as opportunities models for optimizing internal processes and interacting with suppliers. As a result of transition from a planned system of economic activity to market mechanisms in the Russian economy, production food chains that unite a large number of different enterprises were disrupted. The article shows how the use of information models can contribute to solving accumulated problems

Today, serious miscalculations in management are associated with ignoring statistics as a powerful tool that makes it possible in the conditions of unprecedented growth of information flows and, in particular, inadequate information, to fairly and reliably analyze trends and dependencies, as well as predict social and economic phenomena and processes. Moreover, it is necessary to recognize that, at present, the statistical literacy of analyst experts, as well as officials, managers of various levels, politicians and ordinary citizens, is at a level that does not allow to solve topical practical problems of statistical support of management processes, correctly read / interpret statistical information. In this context, it is necessary to pay special attention to the preservation and gradual restoration of statistical education and the image of statistics as a whole

An attempt to establish a rule of law in Russia resulted in creation of a very complicated and inefficient legal system. Some Russian laws have a Soviet, if not earlier, origin, others are related to international and foreign law, yet others are the fruit of the State Duma thinking activity, still others are composed by executive authority or even its separate branches, since regional and local legislation also exists. In this paper, the authors analyze Russian legislation applying the “communal conception” of laws, that is without making a formal distinction between properly laws and normative acts that are in force throughout the whole territory of the Russian Federation and binding for execution.
