Methodical approach to the selection of areas promising for the early degassing preparation of coal deposits and the use of coalbed methane to improve the region’s economy

The methodological approach to the selection of promising areas for degassing includes both geological and economic factors. To do this, comprehensive studies should be conducted covering both the methane content in coal seams, as well as technical and economic parameters such as profitability and potential production volumes. Effective degassing not only reduces methane levels in the atmosphere, but also becomes a stage of economic development for the region, providing additional sources of income and jobs. This approach could play an important role in the transformation of the coal industry in Russia and beyond.

Theoretical Substantiation for Assessing Effectiveness of the Regional Management Strategy

Currently, qualitative and quantitative approaches are used to assess the performance of regional executive authorities. The estimates obtained on their basis, as a rule, imply a subjective component. This paper proposes a method that makes it possible to obtain weighting coefficients for evaluation indicators on a formal basis without involving experts. It involves four main stages of calculations: preparation of initial data, including a set of assessment indicators; formation of a structural matrix of achievements; assessing the complexity of indicators and achievement structures; performance assessment. The peculiarity of the proposed approach is that it allows us to get an idea of the relative complexity of solving problems and achieving the goals of socio-economic development. This idea is based on a comparative analysis of the weights of evaluation indicators obtained on a formal basis.

Problems of the Regional Economy Regulation in the System of Interbudgetary Relations

The aim of the study is to substantiate the directions of territorial economic development within the system of interbudgetary relations. It is emphasized that resolution of ver tical contradictions in the country’s interbudgetary relations requires scientific and applied research. On the whole, although insignificant, there is an increase in the centralization degree of the country’s budgetary resources at the federal budget level. Current mechanisms of interbudgetary relations in the country require new fundamental approaches to providing budget equalization. Strategic socio-economic development of the country should be put at the forefront in the process of reforming relations between the center and the territories. As a result, the necessit y of organizing interbudgetary relations of regional development in the context of “from the future to the present” dynamics is substantiated. In addition, digital plat forms should be used in the mechanisms of interbudgetary relations of regional development.

Spatial Development Strategy: Identification Problems of the Russian Promising Economic Specializations

The Spatial Development Strategy (Strategy) needs a radical overhaul, and the priority actions should detail the promising economic specializations of the Russian regions. Methodological and substantive gaps are actively discussed by analysts and the academic community. At the same time, the fact of the absence of one of the constituent entities of the Russian Federation dropped out of account, and therefore, the detailed elaboration of promising activities contains only 84 out of 85 regions. In the presented study, a quantitative analysis of promising economic specializations of the constituent entities of the Russian Federation was made based on a comparison of the Strategy data with the NACE. There is given a constructive criticism of the applied system for identifying the industry specialization of the subjects of the Russian Federation based on the NACE’ approach. There are done recommendations on primary measures in identifying the industry specialization of the Russian state. The results of the study confirm the need for a radical revision of the classification of industry specialization of the constituent entities of the Russian Federation
