Requiem for Cybernetics. The Genesis of Digital

In the present work the authors practically present a requiem for cybernetics — a classical management science that has fulfilled its historical role, but is now giving way to new approaches emerging at the junction of the philosophy of knowledge, complexity theory, the cognitive and social sciences. The article gives a historical and philosophical overview of cybernetics — from Plato, Ampere and Wiener to the present day. It is demonstrated that classical cybernetic paradigm — a mechanistic control model with feedback loops and representation of the world as a set of “finite state machines” — has proven insufficient in the era of dynamically changing, weakly deterministic, self-organizing living systems. Analysis of the causes of the methodological crisis in cybernetics at the turn of the 20th and 21st centuries is provided and it is argued that its resources are exhausted — further progress requires transition to new conceptual ideas. The authors propose a new engineering approach to understanding the World (K3-Engineering) and an original concept for Genesis of the digital — “Digital Genesis” — as a promising replacement.

New Model of the Russian Economy Management in the Context of Hybrid Risks and Threats

The article examines the problems of transforming the system for economic management of the Russian Federation, which could make it function in conditions of hybrid risks and critical threats. A set of measures for transforming management systems is structured, a number of functional stages is identified. The article substantiates the need to develop both general management and specific technical measures aimed at ensuring that the controlled contour of the system of state and corporate management centers within the resource supply infrastructure should be prepared for these types of risks and threats. The author concludes that the most appropriate management tool is adoption of a digital “twin” model of an economic entity (organizational agent). Obtained results will enable authorities to address organizational challenges in the event of the “drop-out of control centers at various levels” in order to operate with industry (regional) control centers and to work in a dialogue mode with structures of the Russian Federation Government and infrastructure organizations.

Accounting Reorganization as a Source of Economic Development Based on Scientific Achievements and Mass Innovation

The article dwells on the problems of financing fixed assets in industry and scientific developments. A new financial technology for financing non-current assets at the expense of current assets and funds of targeted financing is proposed. The authors have developed fundamentally new sources of investment financing through restoring the depreciation fund and creating a new Innovative Development Fund, taking into account new financial technologies for accounting operations. The problem of dividing financial flows into working capital and investment assets according to balance sheet accounting objects is solved by creating new balance sheet accounts reflecting various sources of financing and by registering certificates of market value assessment of rights to the intellectual activity results. New forms of reporting on the use of intellectual property objects are proposed.

Special Military Operation as a Strategic Technology for Choosing the Future of Russia and the World

The chronicle of the situation development, which actually came very close to a global military catastrophe, only outwardly looks like a random kaleidoscope of events. Behind the chaos of events, are becoming more evident extremely strict strategic schemes for operating with global power factors in various spheres of activit y: political, military, economic, etc. The article outlines the systemic elements of an approach that considers military conflict in general and Special military operation in particular as a militarized form of struggle for power — an instrument of global economic regulation of economic activit y. This approach makes it possible to focus the key components of Russia’s necessary strategy in the context of a new round of struggle between imperialist predators for the format of systemic and structural redivision of the world that they need.

Different interpretations of Russia’s Special Military Operation in Ukraine, as a rule, do not reveal the systemic nature of such operations as a universal tool for resolving accumulated contradictions in the world community and critical disproportions in the global economy. In this regard, it seems necessary to give analysis of the strategic predetermination of special military operations in the world supersystem as a fundamental pattern of maintaining the controllability of society in its many manifestations at the present stage. Basically the matter is determined by new management methodology.
