Regulators (which may be state agencies as well as private companies) are the important tool for organizing different kinds of effective economic activity both in a given country and around the world. They carry out actions aimed at specific objects of economic activity, such as production of various types of material or information goods. At that material wealth is characteristic for the previous and the current technological civilization; over the past 300 years they have served as indicators of economic development or decline during the previous technological revolutions. With the onset of the current crisis and the new sixth wave of technological development these indicators have become insufficient.
The second part of the paper shows the degradation stages of modern society and analyzes social phenomena caused by nonspecific metafactors. And, although there is still a lack of cultural-historical and scientific experience for their understanding, one thing is clear — restoration of system genesis progress should begin with restoration of the moral-ethical semantic structures on the psycho-social level of systemic organization.
The paper presents the proof that the conflict in geocentric theater of war is conducted in the area of technological singularity, i.e. in conditions of principled non-awareness of happening. The principle of action and optimal application area of the fifth generation nuclear weapon are described. The definition of “soft power”, “controlled confrontation” in terms of conflict management technology in geocentric theater of war is given. Theorem of limitation (awareness) is proposed like one of the theorems forming the basis of engineering methodology for psychogenic systems design.

The problem of competence limits of the ruling class can be solved by changing the managerial elite staff or by reducing the overall system level.

This paper proposes a cognitive mechanism for future planning support with ensuring its semantic interpretation and integrity preservation. Noting impossibility of its further use in a wellestablished blurred and eclectic form, the author proposes to differentiate this concept for three reasons: syncretic and composite complexity, system complexity and complexity of specialization, complexity of structural elements and inter-elementary links. This differentiation sets a fundamentally new methodological optics in analyzing a wide range of phenomena relating both to the natural sciences and to the humanitarian area, as well as to the problem of evolutionary dynamics.

The main focus of this article is the overlay of stories about the past on the organizational grammars spectrum.
