Opening address of editor-in-chief.

The 100th anniversary of defense of the Osovets fortresses is approaching. This defense is one of the most glorious pages in the history of the Russian army. Representatives of all the peoples of the country – Russians, Belarusians, Ukrainians, Poles and many others – took part in it. All of them showed an example of military valour and heroism. Their unprecedented heroic deed is worth perpetuation.

A state without nuclear potential is unable to provide adequate resistance to aggression and intervention. In this regard, it would make sense to try to introduce into international law the concept of guarantees to non-nuclear states from attack by nuclear powers with application of conventional weapons.

The Great Spirit of Capitalism woke powerful creative forces of man. But at the same time it released the demons of personal success and enrichment, sworn by world religions. And along with the great human achievements they caused new disintegration of society into slaves and masters.

Today our country is implementing a “development strategy” of pre-school education system, destroying it.

The value of patent information for innovation activity is well known: the invention is not born in an information vacuum and represents a step from the achieved level of technology. This step can be huge, and more modest in its significance, but both, being implemented, generate innovation.

Domestic light industry is constantly demonstrating increase in output, but in parallel much faster are increasing volumes of import. 80 per cent of the market we have given to who knows whom. If we look into the problem, it’s big money.

Today’s concepts of modernization do not deny the necessity of borrowing the best practices of the East and the West, but in general focus on such methods of modernization, which keep in mind national goals and a variety of ways to achieve them, including the search for genuine methods.

Even the elected leader of the state may not become a spiritual and national leader of the people, if he forgets the commandment: “Not by their words, but for their deeds you recognize them”. In recent months, weeks and days we’ve heard a lot of words. What deeds will follow these words? A leader can obtain “certificate of state maturity” only for his deeds. There are many vital “subjects” in this “certificate”, but few textbooks have been written on them. And there are only two examiners – people and the time. The people in Russia were and are, but leaders have got very few time. Too late to learn.

Today the population of Russia is in a situation when any, even the most effective, reforms can be implemented only on the assumption of immediate rescue of the labor potential of the country.
