The article examines organizational approaches to formation of Gosplan in Russia as a system of qualitatively new tools for monitoring and planning of market socio-economic development through infrastructure of well-ordered complex system of commodity resources formalized electronic markets within the framework of developing the system of Electronic trading platforms. The amount of data, collected from the interconnected electronic trading platforms, is an information base of Gosplan for issuing analysis results of the market trends and optimization recommendations (“planned targets”) for state structures and government authorities of the relevant product markets.

In developing the Russian regions rating methodological apparatus of “Strategic Matrix of the Russian Federation region” was used, developed by the International League of strategic management, assessment and accounting in partnership with the Institute for Economic Strategies. Its functional purpose is not simply to reflect the current level of the regions development. The main objective is to ensure the strategic planning process, allowing to take account of the market situation variability and to choose with high degree of reliability the optimal strategies of regional development from the number of available alternatives.

The first – Pitirim Sorokin, Russian-American sociologist and culture specialist, one of the founders of the theory of social stratification and social mobility. The second – Nikolay Kondratyev, Russian and Soviet economist, founder of business cycles theory, the author of “Kondratyev’s five-year plan”.
