The article substantiates the author’s proposal to introduce a correction factor for the cadastral value of real estate. This correction factor will make the cadastral value adequate and will allow to solve an important social problem regarding millions of taxpayers that overpay real estate taxes.
From April 1, 2018 only specialists who have passed a single qualification exam will be admitted to the valuation services market. It is designed to become a kind of filter that will clean the professional community of occasional people. However, due to the lack of time for preparation, highly contradictory tasks, we can expect the valuation services market to narrow, which will inevitably cause an increase in their price. Sergey Mikhailovich Sheshkov, managing partner of the “Invest Project” Consulting Group, the 1st category appraiser, member of the International Federation of Real Estate Professionals (FIABCI) in his interview with the “ES” magazine told about the exam peculiarities in 2018.
Accumulated systemic problems in the appraisal sphere caused a serious crisis of appraisal activity’s self-regulation, lack of mutual understanding between the regulatory body and appraisal community. At the same time, active reforms in the field of higher education and in the sphere of professional appraisal activity have changed the requirements for training appraisers. The article presents analysis of the programs for professional retraining and further skills development of appraisers at several dozen educational institutions, as well as analysis of requirements for higher education programs in the field of appraisal activity. The paper also analyses topics, sources of information, glossaries of basic terms and exam questions for holding a qualification examination in the field of appraisal activity in terms of their use in educational process and improving the training program for appraisers.

The modern world has entered into the epoch of militant postmodernism, when it is considered normal, and even “comme il faut”, to criticize (including disparagingly) the traditions of peoples and states that have lasted centuries for centuries, based on solid spiritual and moral principles. Instead, attempts are made to create certain supposedly “universal” concepts and ideas, the main unifying feature of which seems to be an intention to destroy historically formed foundations of the socio-political and cultural development of countries and peoples. At the same time, many postmodern ersatz-spiritual principles and ideas live very briefly (for they do not have and cannot have a firm basis), being replaced by new ones, even more aggressive and aimed at discrediting (especially among the youth) traditions. Special role in developing all elements of the historical triad — spiritual, intellectual and moral regeneration of society — is played by the factor of military traditions and profound comprehension of Russian military history. Let us try to focus on this factor disclosure and its significance.
Till now, among historians (especially among those comparing the military and economic potentials of Hitler’s Germany and the USSR), is very popular the opinion that Nazi aggression against the Soviet Union was rather adventurous. However, this opinion will change if we consider preparation and activities not only of the Wehrmacht, but also of other institutions of the Nazi dictatorship.
This article summarizes the results of the International Youth Forum “Future of Eurasian and European Integration: Foresight — 2040”, regarding the economic integration within the European, Eurasian and Asian space. The high interdependence of European and Eurasian markets especially, make strong social and political relations essential in achieving long run economic development, growth and stability in the region. Consequently, this report proposes a C3 strategy encompassing the ideals of Cooperation, Compatibility and Competition in encouraging and facilitating the exchange of goods and services across the EU-EAEU and Asia (China). Specifically, it highlights four main sectors — Transport and Infrastructure, Finance, Technology and Energy through which the C3 strategy could potentially increase economic integration in the EU-EAEU and Asian space by 2040.
The article presents analysis results of medium-term economic cycles, calculated on the basis of statistical data of one of the regions of the Russian Federation. For analysis, the average cycles of Simon Kuznets (construction cycles), the small investment cycles of economic activity of Clement Juglar and short business cycles of Joseph Kitchin are taken. Bringing together the graphs of three cycles shows the convergence at the bottom point of three medium-term economic cycles in the period of 2019–2020. A conclusion is made about the need for investment growth in 2018. Also a graph is given with a large cycle of capital accumulation by Giovanni Arrighi, characterizing the cyclical change in the model of world development in connection with transition to a new dominant resource, as a result of which the country — the world leader — changes. Thus, according to J. Arrighi, the American cycle should be replaced by the Asian one, which is why 2018 is designated as the year of beginning of the active phase of the US struggle to maintain its domination. According to the authors, realization of J. Arrighi’s cycle took place meanwhile the center of the world’s money emission was moving following the center of world commodity production. It is concluded that the considered cyclicity will be the background for pursuing the economic policy in the regions of Russia, but will not determine it.
