The matter of countering a new type of threats to national security was discussed by participants in the round table held
in the Public Chamber of the Russian Federation on February 15, 2019. Representatives of the AAC “Analytica”, the Public Chamber of the Russian Federation, Academy of Military Sciences, the RF Ministry of Defense, Ministry of Foreign Affairs of the Russian Federation, the Institute of Contemporary History of the Moscow State Pedagogical University, Moscow Region State University, the Victory Museum, Lomonosov Moscow State University, RUDN University, the Russian Academy of Sciences and the Russian Military Historical Society assessed the extent of a new type of threats to Russian society, outlined the directions and methods of organizing countermeasures at all management levels in science, education, economy and discussed problematic issues of information policy

On the basis of systematization of recent conflict management experience, it is shown that in the military sphere, by 2015, a transition to applying technologies of forming “involution pockets” — hotbeds of ultrafast biopsychic degradation of local populations, has occurred. In this regard, the task of carrying out a comprehensive system of defence R&D of a sociohumanitarian orientation was set.

The concept of the “hybrid warfare” has become relevant and quite popular after the Crimea joining to Russia, military operations in the Donbass and growing turbulence associated with the Islamic state phenomenon. These events have substantially influenced the concept of modern warfare, security strategy, combining tools from the conventional, guerrilla, cyber and information warfare arsenals. The report was presented at the special event “Hybrid warfare. The armed conflicts shape and palette in the XXI century” within the XXV Economic Forum in Poland.
