Innovative Activity in the Scientific and Technical Sphere of Russia

DOI: 10.33917/es-2.168.2020.64-71

The article examines the state of innovative activity in Russia on the basis of the most significant indicators (federal budget spending on science, number of advanced technologies created, training of scientific personnel, effectiveness of new research, etc.), dynamics of innovative development in the Russian scientific and technical sphere over the past 25 years is analyzed. It is noted that with an acute shortage of budgetary funds, labor, investment, material and technical resources and other development factors, it is necessary to take new decisions on priorities for developing all life support spheres, taking into account the continuing threats of extension and possible tightening of international sanctions

Analyzing Dynamics and Revealing Tendencies of High Technologies Development in Mechanical Engineering

Scientometric analysis of dynamics of science-intensive technologies development in machine-building production was carried out. It is shown that in the 1960s–1970s, a new scientific direction in the technology of mechanical engineering — a cluster of methods and technologies for physicochemical treatment of materials — was formed in the world technological space. Ranking of industrially developed countries all over the world in terms of the development level of science-intensive technologies is performed. The interrelation between the level of development of science-intensive technologies, the level of industrial development and indicators characterizing the socio-economic status of the country, is revealed. It is shown that in the current geopolitical situation and in conditions of limited resources, the choice of priority directions for the development of high technologies is becoming more relevant than ever. It is noted that the evaluation criteria and procedures for selecting priority development directions are not sufficiently developed or are simply lacking. All this affects the financing of scientific research and the development pace of certain technological areas.

Simulating and Evaluating Human Resources Potential of Research-Production Enterprise in Mechanical Engineering Sphere

Simulating and Evaluating Human Resources Potential of Research-Production Enterprise in Mechanical Engineering Sphere

The authors propose a theoretic-multiple approach to modeling the enterprise’s human resources potential. They construct and discuss the classification and functionalhierarchical models of the enterprise’s personnel and substantiate feasibility of their application in HR management. The article dwells on the objectives system of an enterprise operation, the purposes tree of the personnel management is identified and discussed. It is shown that one of the third level purposes is creation and effective use of the specific tools of HR management and the composition of such a toolset is discussed. Methodology for evaluating employee’s potential and enterprise’s HR potential is presented and discussed.

Status and Prospects of Engineering and Scientific Staff Preparation in the Field of High-Tech Engineering

The article considers the state of the domestic mechanical engineering and highlights the key problem of its revival and development — restoration of human resources potential. The paper discusses negative features of the current state of human resources and proposes ways out of the existing situation.
