The article examines key features of the economic activity of the Russian military-industrial complex (MIC). At the same time, it is substantiated that terms and concepts used in modern economic theory to characterize the activities of the defence industrial enterprises do not fully reflect the essence of the economic processes taking place in the MIC.

The article proposes an approach to developing strategic management decisions at the parent companies’ level of defence industry groups regarding human resources development. Identification of interrelations between the decisions taken and their consequences is carried out based on analysis of changes in the rank statistics of the enterprises’ key indicators. Using the data on the age distribution of employees of JSC Concern VKO Almaz-Antey, the need to adjust the average age indicator is substantiated. Particular attention is paid to improving the calculation of the parameter of labor productivity within the research organizations of the defence industry.

The article presents comparative analysis of the methods for identifying winners of the “Leaders of Russia” program at the federal level and similar program, implemented in JSC Concern VKO “Almaz-Antey”. Similarities and differences in approaches are identified, directions for improving competitions of this type are suggested.

Methodology and program for identifying leaders of labor collectives in big production structures was developed. Its approbation was carried out within the framework of «Concern VKO “Almaz-Antey”». Analysis of the obtained results is presented.

The article deals with scientific staff’s emigration and immigration, including the practice of engaging leading foreign scientists. The authors propose concrete arrangements to form points of growth in the Russian system of science and education.

Comparative analysis of approaches to the indicative assessment of scientific workers efficiency in academic and industrial institutions and educational organizations is held.
