Assessment of the level of housing inequality of the population in the regions of the Arctic zone of the Russian Federation

This article identifies the problem of the level of provision of comfortable housing for residents of the Russian Federation, which has a significant impact on the quality of life of the population to a greater extent than economic indicators, such as: gross regional product per capita, gross domestic product per capita and average per capita cash incomes of the population. Presents the results of the practical application of three standards for the quality of housing conditions developed by scientists of the sector of socio-economic research on the quality and standard of living of the Institute of Economics of the Russian Academy of Sciences, according to three indicators: housing area, amenities, spaciousness based on the use of data from annual state statistical reporting. During the study, the authors determined that four regions of the Arctic zone of the Russian Federation belong to one of the three standards in 2010, 2015, 2020, 2022, 2023 and 2024, and analyzed the dynamics of indicators. And also the population itself was assigned to one of five strata according to the criterion of housing security. The possibilities of improving housing conditions according to additional criteria for providing citizens with residential premises were analyzed, and two areas for improving the quality of housing conditions were outlined: the development of support settlements and the introduction of the Integrated Development of Territories program.
