Strategic Development Trajectories of the Industrial Complex of the Republic of Tajikistan

The relevance of the study is based on the need to find solutions to problematic issues of the priority strategic guidelines formation for the development of the industrial complex enterprises of the Republic of Tajikistan. The necessity of searching for ways to form and implement priority strategic guidelines for the development of the industrial complex enterprises of the Republic of Tajikistan, including through the development of innovative potential, is determined. The systematization of priority strategic guidelines for the economic development of the industrial complex of the republic is proposed, reflecting the relationship with the targets for achieving strategic and national objectives for the development of industry in Tajikistan.

Role of the Industrial Complex for the Country’s Sovereignty in the New World Order and Emergence of the IT Industry After Digital Transformation of Society

The quality of industrial complex (IC) is crucial for the country’s sovereignty and the living standard of people in the context of survival and development in the new world order. Therefore, IC is increasingly becoming an object of competition and an instrument of some countries’ pressure on the other. However, the terms “industry” and “industrial complex” in the scientific economic community and government bodies do not have a generally accepted scientific definition. It is important to understand that the IT model of a developed state, with regard to digital transformation, should also include IT and a socio-strategic unit. Given these factors, the structure of an ideal IC model of a developed state in the emerging information society is proposed. The IC structure, along with industrial groups A and B (the means of production and consumer goods) includes new industry groups: C + D groups (manufacturing universal products — energy-electricity and information-knowledge) and X group (production of public and collective goods contributing to the state goals).

The possibility of the introduction of appropriate organization of professional retraining and the introduction of information technology structure in the machine-building enterprises. Educational institution is considered as the intellectual element of the logistics chain in vocational education. For the development of fundamentally new technologies proposed organization process reengineering involving professionals with a fundamentally new knowledge. As a criterion of the effectiveness of retraining is considered business income. The conditions to ensure the quality of training, developing strategic direction in improving the capacity of the enterprise. The proposed mechanism has shown the possibility of finding reserves to ensure the preparation of a management efficiency experts with balanced powers and responsibilities of participants in the introduction of new technologies.
