Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic

has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed

The article deals with foreign standards of valuation: international valuation standards, European valuation standards, as well as American, British and Japanese. Three models of valuation activities regulation are presented: public model, social and cooperative model (state and public control). Advantages and disadvantages of international valuation standards are formulated. At the same time, the content, composition and structure of international valuation standards can be useful for creating Russian evaluation standards and for developing the system of uniform valuation standards of the Eurasian Economic Union countries.

The article discusses the role of the state cadastral valuation of real estate for tax purposes in socio-economic development of the country, formulates requirements of the society to the future system of state cadastral valuation of real estate, sets out the principles of the cadastral valuation system creation. Particular attention is paid to disclosing the content of the future model of real estate state cadastral valuation and its advantages.
