Digital technologies in social services to the population: possibilities and limitations

The article presents the main opportunities that digital technologies create in the social sphere. The author illustrates what opportunities digital transformation creates in this area: many processes can be automated, citizens can receive social services online without visiting government agencies Transparency and control over the provision of social services is increased, organizations providing social services can reduce costs by introducing new technologies. At the same time, there are a number of barriers to the implementation of digital technologies in this area. This article analyzes the main ones: digital inequality, lack of necessary infrastructure, financial constraints, digital skills of employees, the necessary regulatory framework has not been created. The use of digital technologies in social support of the population creates many opportunities, but for successful digital transformation of this sphere it is necessary to take into account all the limitations characteristic of the social sphere.

The analysis of paradigms in the spheres of society, their specifics and features

The purpose of the study is to analyze the paradigms of the subsystems of society with the identification of their specifics and features. The types of society are considered through the prism of its economic, social, political and spiritual development. The stages of development of the paradigm are shown in the changing structure of the economy. The systemic interrelation of paradigms in the context of the specifics and features of their evolution is revealed. The idea of a structural hierarchy of subsystems of society for understanding and solving problems of interaction of paradigms is proposed. The specifics and features of the paradigms of the subsystems of society and ways to smooth out contradictions and conflicts of paradigms are determined.

Analysis of the fund of the national welfare of the Russian Federation

In an unstable environment of sharp declines in world oil prices associated with a decrease in demand for their consumption mainly due to COVID-19, studies on the formation, distribution and assessment of the effectiveness of the use of funds from sovereign wealth funds of states are timely and relevant. A comparative assessment of the approaches of various states on the use of the funds of their sovereign wealth funds is carried out, an analysis of the sources of allocation of funds of the National Welfare Fund of the Russian Federation for 2015-2019 is carried out, a method for assessing the economic efficiency of using the funds of the national welfare Fund of the Russian Federation, based on a comparative assessment of its profitability with the level of profitability of foreign sovereign funds, is proposed.
