Analyzing Dynamics and Revealing Tendencies of High Technologies Development in Mechanical Engineering

Scientometric analysis of dynamics of science-intensive technologies development in machine-building production was carried out. It is shown that in the 1960s–1970s, a new scientific direction in the technology of mechanical engineering — a cluster of methods and technologies for physicochemical treatment of materials — was formed in the world technological space. Ranking of industrially developed countries all over the world in terms of the development level of science-intensive technologies is performed. The interrelation between the level of development of science-intensive technologies, the level of industrial development and indicators characterizing the socio-economic status of the country, is revealed. It is shown that in the current geopolitical situation and in conditions of limited resources, the choice of priority directions for the development of high technologies is becoming more relevant than ever. It is noted that the evaluation criteria and procedures for selecting priority development directions are not sufficiently developed or are simply lacking. All this affects the financing of scientific research and the development pace of certain technological areas.

Chuprov — the great son of Russia” in order to actualize his educational and scientific heritage, dedicated to the 175th anniversary of the birth of an outstanding Russian economist, graduate of the Moscow State University, in 1874–1899 head of the department of political economy and statistics. The aim of the article is to reveal the role of Chuprov in forming the Russian tree of economic sciences, to show the role of the great scientist with a world name in creating a system of economic knowledge and uniting scientists in the field of social science, all the surrounding sciences that make up ideology of the country.

Ecology is an Investment in the Future

In the light of rational combination of economy and ecology, the “green” economy, which has become the central topic on the global agenda, adds more confidence to the chosen strategy. “The economy of the Republic of Belarus is based on the principles of sustainable development. At the same time, ecology for us is a goal-setting component in economic development “, – this is the main leitmotif of the interview of the First Deputy Minister of Natural Resources and Environmental Protection of the Republic of Belarus Ia Vitalievna Malkina specifically for the journal ES. It should be recalled that in December 2016 the Government of the Republic of Belarus approved the National Action Plan for the development of the “green” economy in Belarus until 2020. The law on organic farming is included in the plan of the draft laws of Belarus for 2017. For the republic this is a new direction with great potential for the development of environmentally friendly food products and the creation of new jobs in rural areas. Work is in progress in the field of certification of goods, works and services. These developments will be further included in environmental regulations and rules, where environmental quality standards will be defined.

Nature-Friendly Strategy for Growing Innovation: the Placental Approach

The creation of fertile innovative ecological environment in the country is constrained by barriers of a conceptual nature. The article identifies four groups of such barriers. The authors propose a strategy for overcoming them based on a comparison of functions necessary for the innovative development of social practices and the natural mechanisms of a new life birth. This allows us to formulate a number of pragmatic recommendations for creating an innovative eco-environment for a wide range of industries. By analogy with natural dynamics of obstetrics, the approach is called placental.
