Road Maps of the Anthropo-Technosphere of the XXI Century

The article is devoted to understanding socio-anthropological risks associated with the technological developments of modern civilization. In the conditions of new industrial revolution Industry 4.0, the digital economy, implementation of convergent technologies, immersive networked virtual worlds of the Internet question about the prospects of development of human and society is particularly acute. The authors note the possibility of social evolution through two paths: through the implementation of a global mega-project which is able to consolidate humanity, or through the development of a network of civil society institutions and creative reserves. The article highlights the problems and dangers of the Technological Singularity, when machines, endowed with intelligence, can create a situation that threatens the very existence of mankind. The only way to overcome the Technological Singularity the authors see in the quantum-network form of human intelligence superior artificial intelligence, in finding the quantum-synergistic access to the collective mind of the noosphere.

Namely network structures based on voluntary co-operation and partnership are becoming the most efficient form of organizing social communities in today’s highly competitive and dynamic social environments. They have advantages over previously prevailing hierarchical structures, as pooling of resources, knowledge and spiritual efforts of people in the network structures provides synergistic effect.

Active development of digital technologies contributes to nascency of new organizational and economic forms of enterprises and associations. However, new business models provide work with limited resources and tasks. The article outlines basic principles of industrial virtual corporations that ensure the use of heterogeneous resources for solving a wide range of dynamically changing business tasks. The authors demonstrate versatility of the proposed model, options and scenarios for its application. Possibility of using the concept of production virtual corporation for traditional companies, possessing many “non-digital” assets, as an innovative form of management is considered.

Calculation of the final integral index for the Russian Federation, determined through methodology of the “Strategic Matrix” multifactorial model, confirmed the static character of this indicator, the value of which remains low for the last three years. At the same time, we continue to observe mutually-equivocal fluctuations of the calculated indicators both in the factorial and regional sections. At the same time, according to sociological surveys, the remaining problems in the social-economic sphere practically don’t affect the mood of Russians, which is especially important on the eve of the new electoral cycle.

Analysis of the Socio-Economic Situation in Primorsky Krai: Trends and Forecasts

In conditions of the world economy turbulence and coherence and under unprecedented sanctions pressure on the Russian economy, it becomes necessary to analyze the phenomena that caused the crisis processes affecting all spheres of life. Crisis processes — reduction of the population’s incomes, migration processes, in particular in Primorsky Krai, low provision of the population with housing — require new approaches to management. The example of the Far East region show the socio-economic trends. National projects, local programs and subprogrammes represent the system of effective mechanisms and tools for improving the social situation. Recently, an improvement in the moral and psychological climate of the Vladivostok residents is noted in connection with constructing bridges across the Golden Horn Bay and to Russky Island, due to reconstruction of roads, construction of an international airport, the campus construction on Russky Island, creation of the advanced development territory “Russky Island” and the Free port of Vladivostok.

The state can create special conditions for firms’ formation and functioning (all kinds of preferences) if it is required to implement any state programs, for example, the program of infrastructure development, technology development, etc.

The following lecture of the series on the role of State in the economy deals with Concepts of the founders of Marxism and their adepts in the post-October 1917-period on the State’s role in the economy. I identify this vector of economic thought in a separate section due to significant influence that Marxism and Leninism ideas had impinged on the Economics and Politics in our country. The Marxist views analysis of the State’s attitude towards entrepreneurship is needed to identify the roots of the events that occurred in the twentieth century, in order to avoid their repetition in the XXI century.
