The necessity of actualization the concepts in part of stomatological practice in a changing economic paradigm is substantiated. A conceptual apparatus has been developed that reflects the role, place and functionality of dental practice in the economy of our country. The semantic load of the specified categories corresponds to the prevailing economic conjuncture and established norms of economic practice. The use of specified categories in professional activities will allow scientists and practitioners to avoid misunderstandings, to achieve mutual understanding regarding the interpretation of organizational, economic, regulatory, medical, dental, and other aspects of the studied type of activity.Right arrangement of content will contribute to the intensive development of dental practice and the solution of priority tasks in terms of its regulation.

In the scientific article scientific approaches to management of competitiveness in sphere of services in which frameworks classification signs of criteria of management are revealed by competitiveness are systematized, concepts of competitiveness and a competition of sphere of services are specified. On the basis of a substantiation of application of a method of the added cost of a share capital (share holder’s value added – SVA); a method of the economic added cost of Stewart (economic value added – EVA); a method of the added market cost (market value added – MVA) the rating estimation of an index of competitiveness GCI on an example Central and Privolzhsky Federal districts is made.

Economic efficiency and financial risks of project financing in housing construction

The article investigated the impact of changes in the housing finance scheme on economic efficiency, financial risks and project timing. Factors of reducing economic efficiency in the transition to project financing are assessed. There is revealed the increase of financial risks as a result of rising market, inflation and credit risks. It was concluded that the efficiency of investment projects has been reduced, especially on the basis of calculations of net discounted income in the implementation of project financing in housing construction. Proposed a number of priority measures to facilitate the transition of housing construction to project financing.

Basics of building a methodology for creating unique products

In the current economic conditions, characterized by the introduction of new digital information technologies, the processes of development and production of unique products are undergoing significant changes. The article considers the models and sequence of stages of the product life cycle, the author formed the basis of a comprehensive methodology for creating unique products, including a set of economic mechanisms and tools that can be developed in the form of an applies software solution.

Formation and implementation of innovative projects at enterprises of high-tech industries of Russia in the context of their digital transformation

Current trends in economic, scientific and technological development require the transformation of approaches to the management of economic systems and projects. In this regard, the article considers a modern approach to the implementation of innovative projects – a competitive one. Its basic principles, as well as the key stages in the successful implementation of innovative projects, are disclosed. The first step is the right choice of the project. The authors propose an algorithm for evaluating and ranking projects when building a decision support system at Russian enterprises in high-tech industries. One of the most important stages of the project implementation is the formation of an effective project team. Taking into account digital transformation trends, an approximate authorial matrix of digital competencies for the formation of such a team is proposed.

Research and modeling of the influence of new technologies and building materials on the economic results of construction organizations

Methods for identifying the degree of influence of the applied new technologies, building machines, mechanisms, equipment and building materials on the effectiveness of the main activities of construction organizations are proposed. Methodological principles of managing innovative processes in the activities of construction organizations are formulated from the perspective of research, analysis, and assessment of the influence of new technologies and building materials on the economic results of organizations. Approach to practical application of a complex of multiplicative factor models to assess the influence of the analyzed factors on the change in profits from the sale of innovative construction products is proposed.

Economic and mathematical aspects of strategic management in transport

The scientific article highlights current problems and key areas of modernization of methodological support for strategic management of the country’s transport system development. A methodological approach to assessing the synergistic effect based on the criterion of maximizing added value is proposed and justified. The expediency of using the methods of assessing the strategic state of economic entities when making important decisions in transport is justified: «growth/share» (BCG matrix), «industry attractiveness /competition position» (GE) and the «life cycle» matrix, etc.

Analysis approaches to assessing digital inequality of education systems

In the new economic conditions such as globalization, the information revolution, and the growing need for a highly skilled workforce, countries are increasingly shifting priority to education. Digitalization, as a modern trend in the development of the world economy and society, also has an influence on the education system. However, it is difficult to make cross-country comparisons in the area of digital competitiveness because there are no common approaches to assessing the digital divide, which is shifting from the gap in access and connectivity to ICT to the knowledge gap. To consider various aspects of digitalization of education systems, it is important to identify the countries that are most advanced in this issue. With this in mind, to determine global trends of digital education it is advisable to carry out their classification by characteristics reflecting the differences between these digital systems. However, the absence of such system-forming features makes classification difficult. Therefore, it is important to identify factors that can serve as a basis for classifying the world’s education systems by their level of digitalization. There are no methodological approaches to measuring digital inequality in education systems in international practice. This work is an attempt to identify indicators that would allow us to compare global educational models in terms of creating conditions for learning using ICT. As a result, the relationship between the digital gap in access and connection to ICT and the digital inequality of national education systems is determined, and the comparison of national education systems using digital gap indicators is carried out.
