Deputy Director of the Real Estate Department of the Ministry of Economic Development of Russia Andrei Petrovich Berestyansky told the “ES” magazine about measures to improve the state cadastral valuation system, developed by the Ministry of Economic Development of Russia together with Rosreestr.
On January 1, 2018 the Law of July 3, 2016 № 237-FZ “On State Cadastral Assessment” came into force. The law provides for application throughout the country of a uniform methodology for cadastral assesment, based on the principles of uniformity and validity. And in March of this year, President of the Russian Federation V.V. Putin on the basis of his Address to the Federal Assembly assigned the RF Government to make amendments to the federal legislation providing for improvement of the procedure for identifying the real estate objects cadastral value in order to prevent application of the cadastral value of a real estate object exceeding the value of its market value when taxing. Implementation of the President’s order is of particular importance in the context of applying the adopted Federal Law in practice. Chairman of the RF CCI Committee on Entrepreneurship in the Real Estate Economy Alexander Kanshin told about the pressing issues of the reform in the system of state cadastral valuation and optimization of land relations.
The article examines the subject of research, focused on the study of economic and organizational relations and processes associated with the management of the investment value of land for residential development of the territory at the stage of land development based on the application of public-private partnership models. The relevance of this problem is related to the importance of solving the goal of increasing the commissioning of housing according to the message of the President of the Russian Federation to the Federal Assembly of 2018, which provides strategic plans for the transition from an average annual input of 80 to 120 million square meters. This is possible only through the use of economic tools for forecasting and managing the investment value of land. The purpose of the study is to develop conceptual theoretical and methodological and practical models for assessing and managing the investment value of land plots at the stage of land development in relation to housing construction with the priority of integrated development of territories on the basis of optimization of public-private partnership. As the applied research methods, a set of systemically interconnected methodological approaches based on the application of the theory of appraisal activity, economic and mathematical modeling, technical and economic, logical analysis, as well as the theory of risks, expert assessments, situational analysis and forecasting were used. The article shows both the author’s methodology and the results obtained that allow to simulate the management processes of the investment value of projects of the complex residential development of the territory to transfer it from negative to positive. Such management decisions are recommended to be carried out on the basis of the multivariate parameters of public-private partnership in relation to the performance of technical conditions, the volume of participation in social facilities, the transport and engineering infrastructure of construction. Ultimately, the article demonstrates the value of the completed studies both from the standpoint of the development of theory and methodology in the field of valuation theory applied to the category of “investment value”, and for the scientific and practical development of public-private partnership processes in the field of managing the increase in housing commissioning for corporate investment management and bodies of state and municipal management.
The Dacha Amnesty was prolonged until 2020 — a document allowing privatization of residential buildings according to a simplified scheme was adopted by the State Duma deputies on February 22, 2018. Pavel Krasheninnikov, chairman of the State Duma Committee for State Construction and Legislation, doctor of law, professor, told the “ES” magazine about the meaning of the Dacha Amnesty.
President of Russia V.V. Putin gave an order in the first half of 2018 to take a decision on changing the scheme of calculating the tax on individuals’ real estate and of determining the housing cadastral value so that it should not exceed the market one. According to Raisa Vasilievna Karmazina, deputy of the RF State Duma, the first deputy head of the United Russia faction, it is necessary “not to revise the tax legislation, but to improve the Law on Appraisal Activity”.
The article substantiates the author’s proposal to introduce a correction factor for the cadastral value of real estate. This correction factor will make the cadastral value adequate and will allow to solve an important social problem regarding millions of taxpayers that overpay real estate taxes.
From April 1, 2018 only specialists who have passed a single qualification exam will be admitted to the valuation services market. It is designed to become a kind of filter that will clean the professional community of occasional people. However, due to the lack of time for preparation, highly contradictory tasks, we can expect the valuation services market to narrow, which will inevitably cause an increase in their price. Sergey Mikhailovich Sheshkov, managing partner of the “Invest Project” Consulting Group, the 1st category appraiser, member of the International Federation of Real Estate Professionals (FIABCI) in his interview with the “ES” magazine told about the exam peculiarities in 2018.
Accumulated systemic problems in the appraisal sphere caused a serious crisis of appraisal activity’s self-regulation, lack of mutual understanding between the regulatory body and appraisal community. At the same time, active reforms in the field of higher education and in the sphere of professional appraisal activity have changed the requirements for training appraisers. The article presents analysis of the programs for professional retraining and further skills development of appraisers at several dozen educational institutions, as well as analysis of requirements for higher education programs in the field of appraisal activity. The paper also analyses topics, sources of information, glossaries of basic terms and exam questions for holding a qualification examination in the field of appraisal activity in terms of their use in educational process and improving the training program for appraisers.
