Methods for building organizational management structures in defense industries

The purpose of this scientific article is to prepare proposals for the further development of the management of enterprises and organizations of the domestic defense industry. The relevance of the topic is due to the fact that at present the current organizational structure for managing them has a number of significant drawbacks, the main of which (especially with a significant expansion of the range of products) are a significant decrease in the system’s maneuverability and an increase in its response time to changes in external conditions. Therefore, it is necessary to develop new methodological approaches to eliminate these shortcomings. The paper considers the following issues: 1) as a result of the analysis of integration processes in the Russian defense industry, the main shortcomings and unresolved problems were identified; 2) the fundamental conditions for the development of an organizational structure for managing a business entity are determined; 3) requirements for its elements are formulated; 4) proposed and substantiated on their basis a typical organizational structure for managing a large production facility – a corporation.

Transformation of business model of enterprise implementing modern principles of production system construction

The reduction of the state defense order required the enterprises of the defense-industrial complex to urgently change the process of production in favor of civilian products. However, their main part was not ready to solve this task due to the preservation of the production system characteristic of defense enterprises. According to the study, the introduction of modern principles of enterprise management requires a change in the entire business model, including the production, social and enterprise management subsystems. The article presents the results of the transformation of the business model of one of the defense enterprises, which received a significant increase in the output of civilian products due to the changes.

Tectoeconomics is the Forerunner of All Social Production Economies

Based on elaborated concept of reviving the culture of industrial consumption of resources, an attempt is made to prove the existence of tectoeconomics resulting from tectology — a universal organizational science. Tectoeconomics is understood as the art of conducting business as well as other creative activities based on selection and implementation of decisions to streamline the processes of creating and consuming material and spiritual goods. It is shown that the possibilities for socioeconomic growth should be sought in cultural origins. On the basis of perceptions on tectoeconomics, the author has identified one of the main structural and organizational shortcomings of domestic economy, which does not contain in the trade sphere a specific industrial branch in the form of a system of culture-forming service material centers, eliminating the own procurement production of finished products producers and contributing to intensive growth of the middle class. The regular meeting of the Association “Analytics” for promoting analytical potential of the Individual, Society and the State, held on April 17, 2017 in the RF Chamber of Commerce and Industry, was dedicated to a very important issue — production of civilian and dual-purpose products by enterprises of the defense-industry complex. Discussions at the highest level proved that different solutions are possible here, and the expert-industrial community has got a feeling that now it’s high time to work out a point of view that should be scientifically based and at the same time should rely on the industry’s vision of these problems. The last thing should be repeating experience of the 1980–1990s in this sphere. As there are rapid changes occurring in the technological order, technologies are developing, foreign policy environment and the militarypolitical situation are extremely risky, we must somehow try to foresee the future, realizing that it is almost impossible.
