The article is a review of strategic trends of the past year, which has become traditional for the Economic Strategies magazine. According to the authors, despite the fact that the year was not particularly remarkable, a number of significant events occurred. The main trend of the year was the confrontation of President Trump and the Democrats. This reflects the trend of cyclical development, when at a certain point a concentration of efforts of one or another nation occurs, and, if it is successful, then external expansion follows. Currently, the US foreign expansion, called globalization, does not have sufficient resources for its continuation. The authors describe the situation in nine different areas of the country’s life, corresponding to parameters of the national integral power: economics, foreign policy, army, territory, natural resources, culture and religion, science and education, population, government.

Global Value Chains (GVCs) are currently the main theoretical concept for analyzing globalization processes in the sphere of industrial production and the object for perfecting the foreign economic policy of each country. Traditions and schools of studying GVCs, that have developed in the world community, can be divided into macrostructural, united under the general title of “internationalism”, and cluster ones, that are forming the “industrialism” trend. Referring to the problem of Russian-Belarusian industrial cooperation in the course of neoindustrialization and formation of new GVCs, macrostructural approach turns out to be completely unproductive for a number of reasons, therefore the authors of the article, considering the programs of Russian-Belarusian cooperation, follow the cluster approach.

The article examines the processes taking place in Russian appraisal business at present, taking into account general economic background of development: this is actual introduction of the state monopoly on cadastral valuation of real estate objects owned by individuals, the cancellation of the mandatory examination of the SRO evaluation reports, the introduction for all appraisers of the mandatory qualification examination. Against this background, the strategies of a successful evaluating company are analyzed. It is concluded that the competitive advantage is the ability of the company to develop new markets, to conduct evaluation in growing or emerging new sectors of the economy, which requires highly qualified specialists and high quality of work. Consequently, the most strategic companies in the industry under consideration will be large enterprises with a developed branch network and wide coverage of fields of activity, companies which adhere highest standards of quality.

In the proposed article, the authors state inconsistency between the juvenile justice system in contemporary Russia and the population needs. To explain this phenomenon, the authors make a brief historical digression and trace the transformation of traditional family into the nuclear one, alongside with changes in the structure of individual’s needs, conditioned by technological progress. The authors analyze the role of the state in the said process, which, according to the authors, contributes to erosion and destruction of the traditional family values, stimulates decrease in the birth rate among the indigenous population and, at the same time, its increase among migrants, where the values of traditional family continue to dominate due to historical conditions. According to the authors, erosion and transformation of the values of a traditional family and its death as such is just as inevitable as scientific and technological progress. Solution of the problem seems to be in humanizing juvenile justice system and bringing its practice in conformity with the population mentality.

Assessment of the Global Risks Impact as a Tool for Devising the Economic Strategy of Russia: Indicative Approach

In Russia it is usual during strategic planning process not to study enough and not to take into account the impact of global processes and risks on the Russian economy and the level of its economic security. The article provides a solution of this problem based on an integrated approach to studying the global risks impact. The authors have improved the technique of the World Economic Forum (WEF) for global risks quantitative assessment and have proposed the methodology of assessing the global risks impact on the Russian economy. On the basis of data from the “WEF report on global risks — 2014” the authors demonstrate the method’s application for obtaining estimates characterizing the degree of the global risks impact on the Russian economy and the level of its economic security. In conclusion, materials on the indicative assessment of the global risks impact on the Russian economy according to the 2015 data are presented.
