The article examines the organizational weapon as a new type of strategic weapons and provides a retrospective review of its use in the last 65 years. The author draws a conclusion that the possibilities of eliminating pathological system as a leading factor of organizational weapons reside in psycho-social and cultural spheres of society. It means that external, formal ways of countering organizational arms are not suitable at all.

Having knowledge on the harmony of functional systems and destructive capabilities of pathological system can guide us through catharsis without plunging into the apocalypse.
The present systemic crisis of the human population is not the norm from the theory of self-regulation systems viewpoint: it is caused by yet little studied effect of “pathological system”.
In the published block of interviews on strategic issues three global strategic topics converged: what is happening to the human brain and human health, how social turbulence rolls in wave after wave, and that a new model of economic development is being worked through step by step. All these topics are “around-zero” ones. Each of them promises tremendous changes. It is already possible to begin to predict their scale and impact on our everyday life, but it is impossible to imagine them like all the “around-zero”.
December 9, 2010 the Russian Academy of Sciences held the tenth anniversary session of the Global Strategic Forum on the topic “Whirlwinds of global risks and strategy of Russia’s development”. The third block of the forum – futurological essays “Forecasting of emergency situations in Russia and the world” – was devoted to problems of natural disasters control and crime fighting. Information and psychological pressure on humans as a factor of emergency situations was also discussed.
The majority of the advanced economy of the world passes in the fifth technological way while Russian economy still stays in the fourth. Again “to catch up and overtake” it will not turn out.
